Yare yare daze

it’s a pretty neat effect, i didn’t check to see if there was layering or not, but may be tough to get it to seem to swirl “around” a person/object if you can’t have a front and back layer

you might be able to get away with it tho if the animation is fast enough

This might be cool to make a movie clip, and stack a bunch of them on top of each other, to make a tornado that you can move individual segments, there’s a lot of potential, nice work.
