You could just as easily make a dash-lines style fig that doesn’t only work with one type of fig and one type of background
Tbh it could be made into a Spring fig easy

are you asking if you can vertically blur it without pro? no, that’s a pro feature. though i feel as if you didn’t need me to tell you that.
you can turn down the opacity, though it still wouldn’t look good. sorry g, this is a figure best fit for sn pro.
there are other smears and multi-punch effects, use those
