Harper is a 3 term elected president of the NBC. He is an effective negotiator stopping conflict before it happens and maintaining balanced spending in the government. While being effective at keeping peace, he has made controversial decisions surrounding Thaltop, letting them separate very quickly reducing them only to a trade partner. Some Thaltop rebels view him has a weak president who sold them out where others believe only Thaltop were to blame with their destructive riots. Citizens of Northbound are overall divided but still willing to vote for him on economic policy and his character. People of the working class love him where people demanding further spending on social services despise him. He has always gotten through in the elections but has gotten very cautious of his public view in the recent years.
