Protocol For Containment:
Due in part to the size of the anomaly as well as its heavily populated nature, CIN-3209 is entirely uncontainable. Instead, an information quarantine regarding theories about the impossibility of the landmass is kept in effect permanently. Members of the scientific community who state that CIN-3209 is impossible are to be discredited and studies published about the nature of the anomaly are to be destroyed.Description:
CIN-3209 is a landmass, roughly the size of California, located in the North Atlantic Ocean between the United States of America and Portugal. It is better known as the Independent Nation of Robloxia. Upon its manifestation in January of 2004, CIN-3209 exerted a reality warping effect that changed written history and altered the memory of every living creature on earth. Under its effect, no creature living at or after this point could recall a time where Robloxia did not exist. Although written accounts vary in detail, the general consensus of historians is that the continent was officially discovered by Italian explorer Christopher Columbus on the return trip of his first voyage. To date, only one discrepancy in CIN-3209’s effect has been discovered by the agency through the records of a defunct shipping company based out of the state of Rhode Island (See Audio Recording “3209 Discovery-1”) and corroborated by CCA Field Agents (See Video Recording “3209 Discovery-2”). Parallel to its initial effect, CIN-3209 populated itself with visually distinct humanoid creatures designated as CIN-3209-1. Genetic analysis of several deceased CIN-3209-1 instances by Dr. Heart showed conclusive evidence that, with the exception of minor mutations such as phenotypes resulting in skin pigmentation ranging the color spectrum, instances of CIN-3209-1 were genetically identical to humans (See Document “3209-1 Klein-Heart Interview”).Addendum “3209 Discovery-1”:
The following is transcribed audio of a conversation between Dr. Harrison Klein and former operations manager of Providence Transport, Ethan James.{As the recording begins, Dr. Klein is mid sentence}
Klein: -do you mind being recorded?
James: Not at all, no. Go ahead.
Klein: Good, good. You understand I’m doing research on various nautical mysteries then?
James: Yeah, you were pretty clear in your email, but I may not be as big a help as you were hoping.
Klein: How do you figure?
James: Well, I wasn’t with the company in 04.
Klein: Of course. Well I was still hoping you be able to shed some light on the internal records from the time. I assume the operations manager before you kept them.**
James: I see. {he pauses for a moment and then sighs.} Well, unfortunately I don’t have any of those files on me. I’ll tell you whatever I can though.
Klein: That’s all I’m asking, Mr. James. If you know anything about it, I’d like to know about the SS Sea Mule.
James: That old ghost story? They told it to all the new hires, probably to get us to pay more attention to our jobs. Still not sure how much of it I believe.
Klein: My understanding is that the supplies she was carrying never reached Portugal. What do you think happened to her.
James: Hard to be certain, but I don’t think it’s some Bermuda Triangle type of thing.
Klein: Surely the planned route gleamed some sort of lead.?
James: That’s just the thing. I’ve seen the route they planned for her and it’s garbage.
Klein: Garbage? Why’s that?
James: It just- It- It doesn’t make sense. The route they planned for the Mule went straight through Robloxia.
{There is a longer pause before Dr. Klein can be heard standing up.}
James: What? That’s it? You gotta want more than that?
Klein: Thank you for your time, Mr. James. I’ll let you know if anything turns up.
Addendum “3209 Discovery-2”:
On April 7th, 2022, reports surfaced out of a coal mine north of ||New Austin||. The miners claimed to local authorities as well as the local news that they had found a steel wall hidden behind a deposit of coal. These claims were officially dismissed as a hoax and field agents were deployed.The following document contains transcribed video footage of agents Wesley Todd and Peter Nolan when they arrived at the ||New Austin|| coal mine. The camera used to record the video depicts Agent Nolan’s perspective.
Nolan: I hardly see why we both need to be here.
Todd: You’re kidding, right?
Nolan: Not at all. All we’re doing is checking out this wall and reporting back. If we hear anything on the other side they’ll send a CTF unit in our place.
Todd: If there was only one of us here and there was a hostile entity then that person would die and nobody would know until was too late. That’s textbook.
{Agent Nolan sighs into his bodycam’s microphone.}
Nolan: Yeah… You’re right.
Todd: Besides, we may decide to take a closer look. Never know, y’know.
Nolan: I know.
{They walk down the mine shaft until they reach the reported steel wall.}
Nolan: This is it?
{Agent Todd knocks twice on the wall. A hollow ring can be heard for each knock.}
Todd: Sounds like it. Hollow too. Think there could be something on the other side?
Nolan: I think that’s above our paygrade, but something tells me you don’t care to hear that.
Todd: Pass me a cutting torch, will you? I’m going in with or without you.
{Agent Nolan unpacks a cutting torch from his kit and hands it to Agent Todd, who turns it on and cuts an opening in the wall. Agent Todd drops the torch and turns on a flashlight, Agent Nolan does the same. They pass through the opening to the other side of the wall. There is a slight echo as they begin speaking.}
Todd: What’s with these crates everywhere? Figured it’d just be a cave on this side.
Nolan: Must be a reason for them. You check the crates. I’ll look around for anything else.
{Agent Nolan unpacks a pry bar and places it on the crate closest to Agent Todd. He turns and begins walking for a now visible set of stairs.}
Nolan: I’m going up this way. Channel two if you need me.
{Agent Nolan ascends the stairs and finds himself surrounded by shipping containers. He follows the containers until his light begins to illuminate a structure. He detaches the light and points it at the wall. He notices script, measuring about 3 feet vertically, on the wall and moves the light to its starting point. It reads “Sea Mule.”}
Nolan: Holy shit…
Todd (through radio): Most of these crates are just full of food that’s way past their expiration dates. I think they’re all full of similar items. You got anything up there, Nolan?
{Agent Nolan holds his hand up to his radio, covering his camera.}
Nolan: Yeah, Wes, I do. Contact command and tell them I have confirmation on Dr. Klein’s pet project.Addendum “3209 Discovery 3”:
Following the discovery of the SS Sea Mule by Field Agents Wesley Todd and Peter Nolan, a survey of the ship and its surrounding area was conducted. Of the twenty-five members of the ship’s crew, fourteen were located. This included the ship’s captain, Avery Grey. Captain Grey’s personal journal was found in the mess hall alongside his remains and is attached to this document.-Captain’s Log-
-January 30, 2004-
My name is Avery Grey, Captain of the SS Sea Mule, and this is the first entry in what is hopefully going to be a very short journal. I’m not typically one to keep unprofessional records like this, but given the circumstances I don’t think I really have a choice. Today, the fifth day into our voyage to Portugal, the Sea Mule and all 25 souls on board became trapped in a cavern. Nobody is quite sure what happened or where we are, only that whatever happened was spontaneous and random. There is a light panic in the air but as long as we have fuel to keep the lights on and the clocks running as well as a steady supply of food and water I think we’ll be fine. Tomorrow, once we’ve calmed down a bit, I’ll organize a small expedition into the rest of the cave. Maybe we can find a way out.-Captain’s Log-
-January 31, 2004-
Crew’s not happy about the expedition, but I got a few volunteers. I assume that’s because they’re marginally less happy about being trapped underground. I got Stevens to lead the expedition. I’ll hear back in a few hours hopefully. In the meantime I’ll need to figure out who to assign resource delegation to. Bearden might be the best pick for rations since he’s Chief Cook. I’ll have Davis start trying to figure out where the hell we are, probably give him a team to help him with it. I think that’s it for today. I’ll be spending the rest of the night trying to settle everyone down, try to keep some kind of normalcy. We’re still a crew after all.-Captain’s Log-
-February 2, 2004-
I forgot to write yesterday.. didn’t really have the time. Few things happened, I’ll start with the good. The expedition came back unharmed, though they didn’t find anything. I’ll send them back out once they’ve rested. Stevens has orders to explore the routes that his team did not previously touch. This is where things start getting bad. Davis and his team must have found something, that or cave madness is getting to them, because they’ve locked themselves in the bridge and refuse to talk to anybody on the outside. The news did not get to me first. It reached the mess hall before me and from there it spiraled to the rest of the crew. Some are taking it better than most. I’m doing my best to save face, but it’s becoming increasingly difficult to tell everyone that we’re going to be okay. I carried a ladder and climbed up on some of the containers. I wanted to see if I couldn’t get a good look at what they were doing in the bridge. I didn’t like what I saw. They were all screaming at each other. They were so full of rage. Whether they found something or not, I’m terrified by them.-Captain’s Log-

A fight broke out in the bridge. We wouldn’t have known about it if Davis hadn’t been thrown through the window. He’s badly injured, but Dr. Moore assures me he’ll live. By the time I had gathered a group and forced entry into the bridge, three of the four I had assigned to Davis’s team were dead. They killed each other with the glass. The only one left was shaking in the corner of the bridge. It was Green. She refused to speak about what had happened, only that it wasn’t her fault. I believe her. But I need whatever they found, and she’s not telling.-Captain’s Log-

Green slipped her security detail and was last seen speaking with the maintenance team. I’m heading down there now. There’s no telling what cards she’s holding. I’m losing my crew. Stevens’s expedition still hasn’t returned from the tunnels.-Captain’s Log-
-Day 10 I think? I’m not really sure what day it is anymore.-
I missed a few entries. It’s been chaos and I’ve been fighting it. There’s been a massive schism in my crew and Officer of the Watch Amy Green is at the center of it. I’m still not quite sure what she told the guys in maintenance, but somehow they convinced about half of my remaining crew that this was my fault, that I had chosen this course and drove us into the land. I heard them calling themselves the Children of the Old World, like they were some cult. Two people currently present on board have stayed neutral. Dr. Moore is insistent on helping everyone that’s injured, including the people currently staging a mutiny. Though to his credit, he rules the infirmary with an iron fist and tolerates no conflict within its confines. Bearden has decided to leave the mess hall open to all, despite my pleading. It’s been the site of several, albeit nonfatal, brawls already. I don’t know what I’m going to do. I have to get Bearden on my side somehow. I figure that if I control the food, I can quell the mutiny. Stevens showed a couple days ago. He and his team have taken my side, but I’m not sure for how long. I need to figure out what Davis found.-Captain’s Log-

I’ve given up trying to put a number to the amount of days we’ve been stuck down here, but if I’m right and the last entry was day 10, then this is day 11.
Davis woke up and started talking today, so I went to see him. A few of the Children were waiting for me, but Moore was good about keeping them away. I think I’ll let him tell Davis how bad things have gotten. I asked Davis what they had found in the bridge. He told me that the route was all wrong, that it wasn’t the one that he and I had agreed upon. He couldn’t tell me anything else. “All a blur after that,” he said. I told him to keep resting, and I left for the bridge. There, I combed through all of the charts that Davis and his team had. It was difficult to read some of them though. They were covered in dried blood and the bridge reeked of decay. Nobody bothered to move the bodies. Anyway I looked. I looked hard. I found it and it made no sense. Officially, Davis and I charted a course that went through Robloxia. That’s probably why they threw Davis out the window, from their perspective he was just as much at fault as me. But it doesn’t make any sense. Why would we chart a course through a continent? We were on open ocean in the middle of the Atlantic just moments before we became trapped. Clear skies, no sign of land. I need to talk to Amy. I need to get this madness with the Children put behind us all.-Captain’s Log-

I sent Stevens to request an audience with Officer Green on my behalf. I feared I’d be killed on sight if I went there myself. A few hours later I was met with Stevens’s head at my cabin door. I wasn’t getting my meeting. So I resorted to Plan B. This was my last effort to get people to stop this. I walked in shame to the mess hall. I knew the most people would be there. I proclaimed to them that although I have no knowledge of how this happened, that this was my fault. I watched in horror as the people who trusted me to lead them through this crisis got up and left. I watched as a Child of the Old World started toward the bow to tell Officer Green the news. I watched and I despaired and I was broken.-Captain’s Log-

this is going to be my last entry in this journal. most every member of my once loyal crew is either dead or lost to the tunnels, and while i hope some of them made it out, i dont think thats likely. if there is anyone left on the mule, they are exceptionally well hidden. i have done several extensive patrols of the ship and i have found no one alive. i returned one final time to the infirmary to check on dr moore, who had reluctantly stayed behind to nurse davis back to health. i found him dead surrounded by empty bottles of painkillers. davis was screaming in pain, and unable to help him medically, i put him out of his misery. i am consigning myself to the slow death. i wont leave. i will go with my ship into the long dark. if by some divine miracle somebody finds me, my journal, and my ship, tell my family i love them and that i never stopped thinking about them.

The following is transcribed audio of an interview between Dr. Harrison Klein and Dr. Eric Heart regarding Dr. Heart’s autopsies of deceased CIN-3209-1 instances.Klein: I’m just going to ask you some questions about your reports for the official record. Is that all right?
Heart: Only if those questions aren’t repeats of what you asked me while I was performing the autopsies.
{Dr. Klein chuckles.}
Klein: You know I can’t make any guarantees on that. I’d like to start, if you don’t mind?
Heart: Fine. Shoot.
Klein: What are CIN-3209-1?
Heart: Will you accept my answer this time? Now that I’m being recorded?
Klein: CIN-3209 is a complex anomaly that we know next to nothing about. You have to understand that I’m skeptical about the answers we do have.
Heart: 3209 may very well be a complex anomaly, but its spawn are only as complex as a human being, which as I’ve told you several times already, is what they are.
Klein: But the outliers. The- the- the vibrant skin tones for example-
Heart: These phenotypes were exceedingly common during my study. While yes, these mutations are found exclusively in 3209-1 specimens and members of their lineages, I found absolutely no evidence to corroborate the idea that they were physically detrimental in any meaningful way.
Klein: I’d like to highlight that for a moment. You said “3209-1 specimens and their lineages.” Care to enlighten me on what that means?
Heart: I only classified robloxians born in 2004 or those claiming to have been born before then.
Klein: Can you elaborate any further?
{Dr. Heart slams his fist into the table.}
Heart: Are you being intentionally dense, Harrison? You were born in 2000. Congratulations Doctor. You are 3209-1. One of millions of them.
Klein: Let me get this straight-
Heart: Most of Robloxia’s population could be categorized as anomalous…
{Dr. Heart sighs.}
Heart: Which is why I will be urging the Overseers Committee to dismiss the categorization of 3209-1. Adding them to the index is too dangerous a prospect.
Klein: But Dr. Heart-
Heart: There are no buts, Harrison! There is no other way around this issue. If CIN-3209-1 is added to the index it will be the biggest containment breach in the Agency’s history. That simply isn’t something you want to be responsible for. A containment breach means action needs to be taken. And in this scenario it means a lot of people- People we swore to protect, will die and we will be the ones swinging the sword.
{There is a 20 second period of silence.}
Heart: If that’s all, Dr. Klein, I would like to leave now.
Klein: Yes. You may leave.

OVERSEER COMMENTS:12: Dr. Heart’s concerns regarding a containment breach and its consequences are valid, yet ultimately pointless. It simply is not feasible for any action against CIN-3209-1 to be taken due to their widespread nature and we therefore do not see any reason for action to be necessary.
10/23/2024 - Vote to Classify CIN-3209 to personnel up to but not including Level 4 Security Clearance.
Passed 10-2; 3 Abstentions15: Despite Dr. Klein’s constant protest, it would be unwise to allow lower level researchers the knowledge of CIN-3209’s nature as an anomaly, else we risk bad actors leaking CIN-3209 to the public. If the world were to learn that an entire nation’s worth of people were actually anomalies themselves, it would be utter mayhem. Furthermore, it is nothing short of a miracle that we hadn’t discovered CIN-3209 sooner given our understanding of how the supercontinent Pangaea broke apart. As such, the Protocol for Containment for CIN-3209 will be reflected to prevent the spreading of that knowledge.
