Here’s an idea:

First of all, you need to decide who will be in the animation. A small group of characters or most of them would work depending on the scenario. This is the start of a script.

Secondly, you have to create the scenario. Will they be outside, inside, fighting someone, running away from someone? Every story needs a plot.

After you have decided, start creating the plot. Basically, a comic strip of what the animation is going to be. You can add color (if you want) and lines for what the characters are going to say.

Then, have someone make the basic animation. After it is made, start tweening it to make it look better.

Finally, add some effects, SFX, and final touchups to complete it.
