Though I do not know if the BPU is canonically part of the White series, I like to head canon that they operate as border guards (Hence their name, Border Patrol Units) and checkpoint inspectors, a branch of the Menlo Military force in the city.

BPU used to be canon or still is depending on how you look at them, eventually I just replaced them with military in riot gear and called them “Wall Guards”, but that was like somewhere a year ago, I may give them a unit patch once I start remaking more military things.
