I think it’s not allowed, and in fact that’s considered ”stealing” from the original creators, and I think it HAS to be the creators who made that exact animation to post it

It depends on the context so if you mention him and it’s an animation that’s genuinely good and hasn’t been seen then it can be worth while. If you mention him more than once about it or the animation isn’t good than you’ll receive grief for it, so it just comes down to making sure what you’re doing is worth it.
People mention Ralph all the time for silly things so you should be fine.
