Simple, wanna stunt on a skateboard?
Go to a designated skatepark. Why else would we investing in them.

Reasons:
– You’ll have no pedestrians in your way (nor will you be blocking them)
– You won’t damage someone else’s property (governmental or not)

Would be weird if I suddenly decided to play airsoft on the streets or practice MMA

imo its getting more use from skaters than bystanders that will just look over it

That’s completely irrelevant as the skaters do not magically get a privilege from pedestrians not looking at the art. The designer and the government have a say on it as its their work/property. I wouldn’t allow someone to walk on my grass too even if no one looks at it. It my grass, my money went into it.
