go to a caesar cipher decoder, (https://cryptii.com/pipes/caesar-cipher) put the string of text in and shift it by 17 (because 17.txt)

once you got the solved cipher text outputted, you want to take it and put it in a base64 decoder (base64decode.net)

after you decoded it you should get this:
