well, you usually start much like a male character exept with some minor starting differences like making the thigh more rounded and usually adding a little notch coming down to the chest from the collar, this will later become the breast.

next you’ll do your initial details like clothing, armour, apparel, body mutations, etc. during this, you’ll need to do the breast and ass. for the breast it can be as simple as just a rounded segment at just the right thickness and just the right length. the ass though is optional but i prefer to add it anyway.
do this by placing a circle on the highest segment of the thigh while making sure it ends up as a sort of crescent shape rather than a massive circle, something like this

after this you can do whatever, just make sure to make the character have those defining feminine traits.

also, avoid pink stickfigures and other Scarf User trends, they are incredibly generic and not worth the effort.
