First we’ll go over sukuna’s weaknesses, and his types of attacks. Sukuna’s Attacks are mostly related to cutting, since slicing people many times is critical. He has flame arrow, and his own fists, but that’s about 20% of his attacks. He may be able to regenerate, but he mainly does it after a battle.

Buggy is a clown pirate who ate the Chop-Chop devil fruit, which makes him immortal to any types of cutting, slicing, or anything that includes chopping people into bits. He can even do it himself. He also has made the Chop-Chop quick escape, which he has used many times to escape loosing to Luffy or any other pirates. And he is also capable of doing sneak attacks very easily by detaching his hands, and having knives cut his enemies.

So who wins? I believe buggy could win, since he could have many advantages against the king of curses.
