GIF framerates are measured in hundredths of a second, just by their nature
so you can’t really get 60fps for example
60fps = 0.01666666667 seconds per frame
GIFs will encode that rounded to 0.02
slowing it down
other framerates could possibly be rounded down, speeding them up
