The Serpents Hand is a small yet formidable organization which believes that the Anomalous should be set free.

It isnt exactly fond of the foundation, whom theyve dubbed "The Jailers." They have a (I think) neutral relationship with Marshall Carter and Dark ltd, whom theyve dubbed "The Merchants." But most of all they hate the UNGOC and Chaos Insurgency.

They hate the UNGOC for their policy of killing and destroying the anomalous, and the Chaos Insurgency especially for launching a raid on the Wanderer's Library, an extradimensional space with the appearance and function of a library. The Serpent's Hand uses it as a base of operations. the SH does not have a main leader, but are divided into different cells being lead by different people.

Examples of these leaders would be M and L.S. The identity of L.S is unknown, but is mostly thought to be the black queen. But, even they know their limits and that more dangerous Anomalies should not be released.
This is my take on a Serpent's Hand agent, inspired by the Rbreach design from Roblox.
