Shiva is the mini boss that comes right before fighting Mr. X in Streets of Rage 2.

He is Mr. X's right hand man. Shiva is fast, strong, and an overall very-hard-to-beat mini boss.

In all honesty, it's harder to beat Shiva than it is to beat Mr. X, the final boss of the entire game.
