This is The black lord he is the ruler of the distant planet of black world a technological power house that is dying because of pollution and scarce resources, where they share the same solar system as the "gold world" of Alchemis who's technology is a few years behind, but the world is thriving.

He has been operating in the city of Sentris for 10 years in a dictatorship. Being tired of trading with the nearby planet, He plans on conquering Alchemis and taking its resources, and so the war began.
