This is Cheif Forevergreen.

He is the Cheif of Merlins Village. Unlike Merlin who has magic type "jack of trades", Cheif has "Time manipulation".
The reason he Looks so very different is because of his recently appied Biomechanical Exoskeleton. The reason for the Exoskeleton is because of a tragic accident in which his core was destroyed. Before he died because of it's abscence, the Village's Biomechanic gave him the suit. The one drawback of the suit is that it gives him immortality.

Fighting Tactics:
Usually during fights Cheif will slow down time to make up for his low base speed. He may also speed individuals up to make them move faster than they can think

Usually resulting in foes running into Walls, Buildings, Trees, and Rocks. He can't stop time like dio can, he can only slow it down to where it looks like everything has slowed to a hault.If cheif uses time related too much he will be without it for at least an hour.

Now, you may think that he is an enemy at first but he is an ally of good. He just sometimes has anger issues, but he can suppress this quality most of the time to professional when in serious political matters.
