It’s literal hat-hair, it fused with the back of his hat, and he just went with it. the abnormality Jotaro’s hat is never really mentioned in the series or manga, as far as I know, It is possible that it is a minor fashion trend in that universe and others because another character from part-8 has a similar hair-hat.
actually jotaros hat is a vizor
watch the end of the Geb fight. It’s totally a hat. I’m pretty sure he even called a hat in that scene when iggy gives it back.
