Definitely Giorno. MiH is cool and all, but it can’t do jack if it activates requiems ability. As long as giorno has requiem, unless there’s some sort of reality altering stand like The World Over Heaven, he’s basically unstoppable. No action can harm him, as it would be undone by requiem.
Here’s my alternated guess for yours, you physically cannot Revert To Zero with MIH’s Universe Reset, it’s not possible. So if theoretically IF MIH WAS able to activate Universe Reset in time, he would win.
Universe reset is an ability that speeds up time until a new universe begins, which takes time, so giorno still has that time to activate revert to zero.
Maybe, but if we’re assuming this is an actual battle instead of a universe reset, giorno would win. Any physical attack would fail, indirect attacks like the reset could work though. Assuming pucci knew nothing of giornos stand and was oblivious, he wouldn’t know his reset ability, he would go in for the kill, and would get pummled. If he knew of ger’s ability though, it could go different with him just playing chase.
If Golden Experience Requiem has the ability to restore things back to a zero point, at least from what I hear then it should be able to revert made in heaven back to c-moon potentially.
That was a very uneducated guess so bare with me on that suggestion.

And we need to consider the speed of Made In Heaven so it’s likely GER would lose.
