I’m pretty sure there’s multiple editing apps out there that allows you to do this.
what about just making a stickfigure then setting the opacity and blur just right-

It’s funny since @epitaph200 mentions it, I have that coded into Stick Nodes for my “Screenshot stickfigures” button, it adds a vignette
I also literally wrote “vignette” on the to-do list (for frame filters) last night
