One time I thought of an idea: Basically, Max’s jacket is actually a symbiotic creature, that takes the form of various clothing to disguise itself. It’s true form changes on what the user wants, like in this case: wings. Max can’t fly, because he hasn’t mastered Aether enough to control it that way, so flight is an issue.

The limitations of this is that he can only fly for a short period of time, or glide. He can’t actually fly for long distances, more for short bursts of air time.

TLDR: What if Max’s jacket was a creature that could turn into wings for a short time?
