Rule 3 said glowing eyes were acceptable provided that they were in front of the character and and ONLY in front of the character. These glowing eyes extend beyond the character and are not acceptable. They also have low opacity (alpha) and blur/glow, which is also not acceptable. This would be fine if they were in front of the figure, but they aren’t.
Maybe if you’d actually read the rules, you wouldn’t be in this situation, but here we are anyway.
