They’re legitimately just zombie food
known as Safety and Armoured Kill Infantrymen, or Sakai’s, they don’t live up to the name. When rioting and fighting started in Avalon they were the first responders, and were barely able to contain that.
When the contagion broke out they had to fight alongside the police force to stop them, and all they ended up doing was adding more numbers to the infected.
The infection has some lore now
but it’s unfinished so the contagion is still unexplained

Like in the first Avengers movie. When the military just tried to nuke New York to get rid of the enemy. It was actually a smart play, get rid of one city (Albeit a major one) and save the nation (Possibly world) or risk losing everything because you don’t want to harm it
