        It’s a Viskan soldier, kinda just a filler character for the Viska Military, think borderlands mixed with fallout raiders but less insane and more run around with AK-47 and adopt stray dogs kind of crazy

          Why do they use animal skulls for the helmets? complex story long story short low funding

          They are modified though with like a metal sheet and some ballistic fiber so at least there’s something to protect you
          And they strap on like a mask from Payday 2.
