He’s scary, he’s actually evil, he’s up to no good ( quite literally because nothing he does is justified in any way ), he’s got a little backstory, a very distinct personality and he’s funny as hell

He’s a true villain in the sense that nothing he does is justified, but at the same time, he’s so goofy and cartoony that we can’t take him seriously.
