A bit of a recap of my educated guess about the lore of the hovering inferno. maybe blazes are young versions of the hovering inferno? maybe the spawn area for blazes are a sort of nursery. but I feel the hovering inferno had more to do than just old blazes. it has armor for instance, something a normal blaze would never likely get. blazes are not hostile towards wither skeletons meaning the wither skeletons past lives may have raised blazes for fuel? but how are blazes spawned? in a spawner of course. but how does a spawner work? maybe in the spawner they have the soul of the selected mob. in this case blazes. the spawners collect the required materials to make a blaze and they do just that. that would explain why the ‘nursery’ is often open to the outside, so it can get as much materials to make continuous blazes. some of these blazes are then matured to become the hovering inferno, while the rest are killed off for their rods
