Ip bans are trivial to circumvent. People just need to stop giving him attention and let him fade into obscurity

ignore him, let admins ban him silently, do not even mention the ban after it happens.

he uses a VPN, there’s really nothing to be done but swat him away every time he pops up, but each time i ban the new IP
the best way to get him is to just ignore him, he craves the attention at this point
