Explosive Bullet has a tutorial on his channel on how to use animated effects (Ya know, stuff that’s labeled like 1, 2, 3, etc..) but if you just wanna use stuff like the standard dash, you usually just have them appear small and maybe a bit transparent, then maker it gradually larger as it reaches the key pose of the action, and then shrink it and make it more transparent until it disappears.
