I haven’t done a single anim that’s about a minute long for quite a while so I guess eternity.
But if you have enough time then a really well made project could take 1-8 hours depending on what you need. (For example, Gildedguy vs Bog is only 9 minutes but took months to produce)
For me I’d say a few days to a week. Try to make the movements smoother by making each and every movement carefully as if it were a real fight. If it looks too slow then raise the frames per second (FPS) a bit

You can improve by working on the character’s footing, as well as some smoothing in between the frames, so it won’t be choppy. And as for your other question, it really depends on what animation you’re doing, what FPS you use and how skilled you are, so if you’re new and not used to animating, I’d suggest tween to get the grip of it, use about 15FPS and if it’s a small test, then it should take about half an hour. But if you’re going non-tween, then you should have about 20FPS.
