I know you say it didn’t happen before ios 13 update or whatever, but, that’s what this is
this is exactly the type of issue that is present when previewing an animation vs the export, the export is always 100% lag free and plays “quicker” just like this, a mere second faster if that
you can disable effects and disable tweening to get it to play at a more accurate pace in the app to preview the timing, then turn tweening back on etc but, that’s really all you can do
or get a super-mega device

ps did you disable tweening temporarily, that probably makes it play at the correct rate
