lets you basically move a “camera” in movieclip-editing mode
an advanced feature, typically used only if you’re animating an effect that HAS to be “off center” from the origin of the MC, meaning it was impossible to preview it properly since MC mode had no way of moving the preview stage area during playback
it’s basically just a camera for movieclip mode, for preview purposes
