He grew his hair out extremely long, and then just had holly knit it into a hat on his head.
the reason it came off during the Ndoul fight was because Geb chopped it off, giving jotaro a normal haircut once again. Afterwards he was trying to play it cool, but behind that stoic face was a man in tears after having his precious hat-hair ruined by a water stand and to add insult to injury, iggy smudged dome coffee flavored gun in the hat.
