No offense here but the Pokémon you make don’t change enough, as Pokémon evolve, they change a ton, and this one just kinda changes color and size
it’s hard to make evolutions for a sea dragon
True, but maybe give him horns or something, or some dragon-y stuff on him

his leaves kinda spiky
what makes Pokemon dragon type…
I mean typically I would go with dragon-like features, maybe give him something similar to horns and a more menacing face
