Clearly you never used a Chromebook.
All Chromebooks do not come with a mouse. But they do have a pad. I’d think most people use that. I just was smart and got a touchscreen. Sadly 99% of Chromebooks are NOT touchscreen. So basically MOST Chromebook people do use a mouse/padthing.
To answer your question for my experiences, to put it simply, no.
I have tried to use the mousepad and yes a mouse to animate. In case if you were wondering yes it works just fine. It does detect the mouse clicks as finger touches.
Remember almost all Chromebooks users do not have a touchscreen.Saying that just in case you use my data as help for coding or whatever you are up to.

I use a Chromebook to make ALL of my animations.
My type is touchscreen.
SN runs just fine. Free and Pro. There is no glitches that are unique to it far as I can tell. The ball mini game works well so does the infinite runner one. The big screen makes making figures SO MUCH easier same with animating.If you are now curious yes I animated all of SNC on here.
