He can’t leave the void in his current state because the form he is using it to weak to enter and leave the void at will, that is literally the only thing holding him back, his true form on the other hand is nakedly creation and destruction personified therefore not having his weaker forms limits. And to answer that, he can drag creatures into the void where they temporarily become non-existent so he may not be able to leave in his current state but he can sure as hell bring you to him.

That’s not how the void works, it will remain in its original state no matter what anyone does.
