This is “PLAYER_ID_NOT_FOUND”. He is a minion for the killer. When the killer summons them, a single one spawns. They continue to wander until they get within ~45 studs of a survivor. They then will proceed to get into chase and chase the survivor until they get out of the 45 stud radius. They do 10 damage each hit. They can also pathfind rather well.
