there’s no clear set of rules that apply to everything
bottom line is if “substantial” edits are made, you can either claim the whole thing as your own creation (very, very modified) or just be sure to give acknowledgement to the base/author you used

If it’s just recoloring or making mild edits then it would be stealing. Using a figure as a base, changing it to look very good, or whatever, then it wouldn’t be stealing.
