well if you look closely at both fins *the weird arcs on their backs* they are the same except with the triangles.
The feet are exactly the same and he only added a fishtail. -

Well I don\’t want to spoil much but I don\’t see him becoming a main villain. I already finished scripting episode 0 (the prologue) and it would overcomplicate the plot.
