most sound effects used are not owned by the people using them, and distribution rights for said sounds vary depending on what the copyright holder says, so no for legal reasons.

Downloading sounds already a thing mang. But submitting has copyright issues like dezway said.
Just use websites for sound effects. It’s simpler.
