I don’t think it’s fair to write off all forms.
Forms can be good way to buff your character once they reach their physical limit.
The thing is, people like Kaiju, Epitaph and all that jazz are already god-tier stupid OP, which gets rid of the need of forms.
Which don’t get me wrong, can be fun to watch (I mean, just look at One Punch Man) but it usually gets rid of the stakes, and gives your character nothing to stride for, and if the character has nothing to stride for

I mean I guess you could go somewhere with it, but it is pretty overdone.

Well, the forms are only used for one battle and they had to kinda cheat to get them. They train later done and unlock the forms for a new threat that is associated with the older threat
