You can improve by working on the character’s footing, as well as some smoothing in between the frames, so it won’t be choppy. And as for your other question, it really depends on what animation you’re doing, what FPS you use and how skilled you are, so if you’re new and not used to animating, I’d suggest tween to get the grip of it, use about 15FPS and if it’s a small test, then it should take about half an hour. But if you’re going non-tween, then you should have about 20FPS.
