Steelix barely learns any moves that do even NEUTRAL DAMAGE, and the Sceptile would have probably exploited your poor special defense stat with Energy Ball or Solar Beam by the time you get in very many decent attacks.

Mostly because we talk about something that you know NOTHING about.

Deoxys is in fact very powerful and would be a major threat to a Sceptile, attacks like hyper beam and fire blast would become a nightmare
