Layer it between the front arm and the over the neck and torso, then make another chain behind the neck and torso and in front of the back arm, create the design your want for the chain ideally with curved rounded segments that are small and curl all the way around to the other end of itself in which you can connect more, once done, you should be able to achieve your design this way.

If you’re making it movable you’ll need to work with some polyfills and even then it might look janky.
