yell at him to drop his gun, if i try tackling him he might see me as a threat and try to shoot me. If i’m unlucky he’ll be successful.

I think yelling at him before doing anything else would be the best option, since he looks injured already, so tacking or shooting him would mean further injuring a possible ally
