Because teenagers are a concept created by humans. Like there was no age created but creators of the world that made the adult and human ages, they are just a concept created by humans.
Also 13 is when a lot of kids hit puberty.

Measuring age by numbers and names was a human made thing and the general humanly agreed thing was that 13 was a teenager,
the Big Bang didn’t decide what age was adult hood and what age was a teenager, humans created those names to describe different stages of the human life.
It has nothing to do with the word ‘teen’ at the end, 13 is when most children hit puberty and 18 is generally when most people stop having major growth spurts and other teenager things and enter adulthood, like everything it has a scientific reason
