Who hate them? There are still a lot of people who use the base figures in their animations. There can surely be a group of people who hate em for their own reasons, but not everyone does.
It’s not really a recent issue. People have come to realize base figs and scarf figs are all the same and not very interesting. All they do is fight and have foolish backstories and so many copies are made making an unoriginal, forgettable concept. Their creators mostly are also arrogant and don’t accept criticism because they thinks it’s fine cause they have subs and clans to back them up. A scarf or base user converting to a detailed figure is a good symbol of integrity and respect.
It’s not necessarily a bad thing people are hating them. Sure, they are criticized, but for good reason. People then can be pressured to make something decent. Not epitaph or explosive bullet level, but having more detail like clothes, armor, structure, and other good assets.

I use base because it seems like some sort of issue is always there with detailed ones. Like a misplaced node or they’re just hard to animate, with a base you can stretch the limbs, there is more flexibility and they usually don’t have a seizure when you attempt to flip them on tween. But that doesn’t mean detailed is bad, base is just my style.

What is good character design you ask? Well a good character design should tell you what the character’s about at a glance, by using body shape, clothing, poses, etc. Depending on the character’s screen time, and use, some designs need to be more exaggerated or subtle.
The problem with most base figures is that the designs say almost nothing. But that’s not to say a simple figure can’t say a lot.
It really depends on your style and what suits the character best when it comes to detail and simplicity. You should still have a focus on good character design no matter what style, as appeal and character design is an integral part of character animation.
