Actually ditch the tournament. Make it similar to those 30 day art challenges, like inktober etc. (but it’s only like 5 or so) If they managed to do a short for every week, they win the challenge.
Then best participants are collected and community can vote on their favourite entries for each week.

Well you’re actually probably not looking for royalty free stuff… These are actually pay to use (but you’re free to do anything with it afterwards), and more about Creative Commons and Public Domain stuff.
Thing is you probably won’t find much, my best recommendation is looking up Dova Syndrome as they got some good stuff there occasionally, but read the use rights via Google translate on their site
