I woke up, just to then realised what this meant-
Anyway, he’s chained up due to him constantly wanting to go out, and well.. bother the Neighbour’s Dog since he has Issue with that Guy, and got a Report to a Female that was Next Door and heard all that Bark.
And nevertheless, that was one reason why we kept him locked up.
