Depends, writing doesn’t even have to be such a rigid process either especially with a series or a book as it can go on for way longer and you have even more time to set the scene.
Are you asking this because you’re making something or you’re just curious?
If you are then is it a series you’re working on?

If it’s the main villain you need to introduce them near the beginning, since protagonists need a drive and an antagonist is a very good drive. Introducing at the end is less dramatic and has less draw/connection to the character, so you’d want to introduce them in the beginning or around the middle.
