the Fallen can enter the psyche of others as they are deeply connected to their own life force which allows them to influence others.The Capricorn can create structures and weapons from their own blood, which is a separate thing entirely from blood magic. Capricorn with Blood magic will unlock sorcery sooner but, it is very rare for Capricorn to have this specific magic attribute.

It depends on the prefecture, but as a country it is 13 but the prefectures can set their own,which rarely goes below 18
